A truck at the dock does not mean inventory is sellable. Goods may be waiting for a door, unloading, identification, count, discrepancy resolution, quality inspection, putaway, or ledger posting. When ecommerce reports collapse those states into “received,” planners overstate availability and customer promises become fragile.
What we see in fulfillment operations is this: receiving performance must follow each inbound line from expected arrival to available-to-promise. The right measures expose where time accumulates and whether fast processing came at the cost of count, lot, damage, or location accuracy.

Define the inbound state model
Capture purchase order, inbound shipment, load, appointment, trailer, ASN, supplier, item, lot or serial, expected quantity, received quantity, rejected quantity, license plate, worker, device, dock, location, exception, and every timestamp. Keep source timezone and ingestion time.
Use states with precise entry and exit criteria: expected, appointment confirmed, yard arrived, docked, unload started, unload complete, registered, inspected, putaway started, putaway complete, product receipt posted, and sellable. A line may split across states; model quantity, not only document status.
Do not silently rewrite expected quantity to equal actual. Preserve the original ASN and purchase-order expectation, approved revisions, over-receipt tolerance, shortage, substitution, and damage. Otherwise the supplier appears accurate because the system erased the variance.

Build the receiving scorecard
Segment by warehouse, supplier, origin, carrier, appointment window, load type, purchase-order type, pallet/carton/each flow, product family, temperature or hazardous requirement, inspection path, worker team, shift, dock, weekday, and peak period. Report sample size and quantity weight alongside line counts.
Separate controllable and external time. Yard waiting may reflect appointment bunching; unload time may reflect pallet quality; inspection may be mandatory; putaway may wait because reserve locations are full. A single dock-to-stock target without state detail encourages status manipulation.

Balance speed, accuracy, and capacity
Measure labor minutes per pallet, carton, and line, but never optimize labor alone. Pair productivity with rescan, correction, inventory adjustment, damage, safety, and downstream pick-error rates. Fast receiving that creates incorrect stock is delayed work, not productivity.
Forecast workload in operational units: pallets, cartons, eaches, lines requiring lot capture, inspection samples, and putaway cube. Units alone cannot predict effort. Overlay appointments with dock doors, equipment, labor skills, staging space, and outbound peaks.
Set service targets by flow rather than imposing one warehouse-wide average. Cross-dock inventory, launch stock, temperature-sensitive goods, serialized electronics, and low-priority replenishment need different controls. Publish both the target attainment rate and the underlying cycle-time distribution. A monthly average can look healthy while a small but commercially important tail misses campaign launches or keeps paid back-in-stock demand waiting.
Test the process during quiet periods and peaks. Reconcile scanner events with physical observation, confirm that offline devices upload timestamps correctly, and check whether supervisors can close exceptions without erasing their cause. Capacity planning should include exception minutes as real labor; shortages, unreadable labels, mixed pallets, and damage are part of the workload even when they are not standard work.
An anonymous pattern is a warehouse that appeared to meet its receiving SLA because staff marked loads complete after count. Product receipt posting ran in a later batch, so ecommerce availability lagged several hours. The metric improved only after “sellable” became the endpoint and posting failures became visible.

Connect receiving to commerce
Late availability affects replenishment, preorder release, back-in-stock notifications, marketplace feeds, store transfers, and customer promises. Join inbound lines to demand at risk: open orders, waitlist demand, forecast before next supply, campaign plans, and margin exposure. Prioritize scarce dock and inspection capacity with policy, not whichever buyer shouts loudest.
